ITS NOT HIS FAULT!

I Strongly Believe that Ray Nagin should say Mayor of New Orleans untill the city is functioning strongly. Why have an election when the Whole city cant be there to make the Decision? why have an eclection when we dont know who he's gonna be up against? why have an election if Ray Himself is in running office from Baton Rouge? Just Doesn't play out.

Nagin isn't Superman. If He Would've Died In the flood Would he had still been the blame?
